Alpena Council Supports Historic District Expansion Study

The Alpena Municipal Council has supported a study of expanding a historic district near downtown Alpena.

The City's Historic District Study Committee wants to include City Hall and the Federal Building in the Historic District that surrounds the old Armory building. A study involving documentation of the two buildings is required. For example, do the buildings meet criteria of the State Historic Preservation office, in relation to historic features, significance, and the like.

Assistant To City Manager Eric Cline observed that the process would be fairly easy as there is plenty of documentation on City Hall and the Federal Building, but expansion would provide additional protection to the buildings. One benefit being if one on the facilities came under private ownership, owners would be allowed state historic tax credits.

Asked if designation would preclude the city from making building improvements or being required to maintain the building for life, Cline noted that would not be the case as those issues are covered under current historical designation. It was also noted that replacement of commercial entrance doors to city hall were quickly approved by the state.

On a related matter, discussions are underway for the potential of a new historic district in Alpena. Cline mentioned a couple of property owners are interested, but noted talks are very preliminary, with nothing finalized.
